Per the updated CDS regulation (19 CSR 15-8.400(1)(D), all CDS providers are required to have a Certified CDS Manager. Please see the original FROM THE DIRECTOR notification https://mmac.mo.gov/cds-manager-testing/ posted to the MMAC website on March 8, 2024.
For those who did not attend or pass the first round of testing or newly enrolled in March 2024:
Providers are sorted by NPI The ONE person who will be the CDS Manager will be allowed to sign up to take the test Registration links will be emailed to the providers – DO NOT share the link with anyone else
DO NOT register for more than one test or register more than one-person, additional registrations will be rejected. The schedule below is based on currently enrolled CDS providers as of March 2024 who did not make it through the first round of testing. Mark your calendars for the dates based on your NPI.

The virtual testing sessions will start at 9:00 am, please allow 4 hours (reason for testing, current trends, quick break, overview of how the test will look, open book material and 3 hours for the test).

No GRANDFATHERING – ALL CDS providers MUST HAVE a Certified CDS MANAGER who has passed this test. If you or one of your employees has attended the CDS Orientation or passed and/or is currently an In-Home Services Designated Manager – neither of these will apply nor be used for passing the Certified CDS Manager test. ANY PAST TRAINING WILL NOT APPLY TO MEET THIS REQUIREMENT.

The Consumer Directed Services (CDS) regulation 19 CSR 15-8, chapters 2 & 4 have been updated.
The new regulation goes into effect February 29, 2024. CDS providers are required to read through and educate themselves on the updated chapters.
MMAC will update the CDS Proposal for Contract once the new regulation goes into effect.

The Missouri Medicaid Audit and Compliance (MMAC) unit conducts post-payment reviews (audits) of Medicaid-enrolled providers’ billing. As a service to our enrolled providers, MMAC wishes to remind providers of the requirements to file and pay taxes.
Consumer Directed Services (CDS) providers/vendors are required to pay taxes on behalf of the participant. You may find the requirements in the following areas:
Paragraph 5.25 of your company’s Participation Agreement for Home and Community Based Care to provide Consumer Directed Services requires you to “… perform all services under this Agreement in compliance with this Agreement and in compliance with all applicable state and federal statutes and all regulations lawfully promulgated.”19 CSR 15‐400(2) states “Vendors shall perform, directly or by contract, payroll and fringe benefit accounting functions for consumer, including but not limited to: (C) Ensuring all payroll, employment and other taxes are paid timely.”
The three main oversight entities who the provider will deal with are the Internal Revenue Service (IRS), Missouri Department of Revenue (DOR) and Division of Employment Security. Providers are also responsible for City taxes, if applicable.
The EIN number is not the property of the CDS provider but belongs to the participant. When a participant changes providers, the current provider should notify the IRS, DOR and Division of Employment Security that they are no longer serving the participant. When the provider receives a release from the new provider, they should supply the requested information. It’s MMAC’s expectation that providers work in a cooperative effort to make this a seamless process.
Documentation of paid taxes must be maintained by the provider for five (5) years in a secure location that is easily accessible so the documents may be produced for audit purposes.

Missouri Medicaid Audit and Compliance (MMAC) recently posted information about CDS quarterly and annual reports on its website. Click here to read that information. MMAC updated the quarterly and annual reports. The quarterly financial report and quarterly service report are now one complete package, so CDS vendors do not have to submit two separate packages to MMAC. The annual service report has been redesigned to a more functional format. Vendors can link to the reports from the MMAC website.

CDS Vendors who fail to submit quarterly reports, the annual report, or the yearly financial audit may be subject to sanctions. MMAC will advise vendors, in writing, if reports are not received by their due date, to alert the vendors, and give them an opportunity to submit the reports.
